The best time would be one hour prior to sunset in order to capture beautiful sunset pictures by the shore and give you enough time for the ceremony itself. If you are scheduling your beach wedding for the morning it should be early enough to stay away from the glare of the sun around noon time. The middle of the day is when the sun is most direct and may cause some issues with your photography.
